Changing the Regional Settings of a SharePoint Portal Site

I always get asked how to change the Date and time format from US format to Australian in SPS Portal site. By default the portal get installed with US regional settings.

Click Site SettingsManage Security and Additional SettingsModify regional Settings

Select English(Australia) from Local Dropdown list
Select (GTM + 10.00) Canberra, Melbourne, Sydney) from the Time Zone dropdown list
Select Time format either 12 Hours or 24 Hours

Click OK

Hi Gayan,

When I change the Retional Settings and choose OK the following message appears:

"The current operation could not be completed. Please try again or consult your system administrator.
Some areas may have been updated but it was not possible to apply regional settings to all areas on the portal site at this time. Please contact your administrator or try to apply regional settings when the load on the portal site is lower."

There is no load on the portal and I don't know why this message is appearing. Any ideas????

I dont have the modify regional settings option to do this. I can set it on sharepoint 2 but with sharepoint 3.0 there are no regional settings, not on the drop down menu for a user or in the site settings menu.
Any ideas?
